CLIDE Project Execution & Deployed Manpower Performance Management Procedure

1. Purpose

CLIDE follows a structured Project Execution & Manpower Performance Management Procedure to ensure that every deployed candidate is adequately trained, assessed, monitored, and periodically evaluated against the requirements of the project.

The objective is to ensure that deployed personnel possess the required competency and continue to deliver consistent performance throughout their association with the project.

CLIDE's Project Execution Cycle

Client Requirement → Candidate Selection → Deployment → Project-Specific Training → Assessment → Competency Confirmation → Site Execution → Continuous Monitoring → Quarterly Performance Review → Client Feedback → Consolidated Evaluation → Corrective Action / Continuation / Replacement


2. Project Execution Procedure

Stage 1 – Deployment of Selected Candidate

After completion of CLIDE's candidate selection process and receipt of client approval, the selected candidate is deployed at the project site.

Before deployment, CLIDE ensures that the candidate is informed about:

  • Project scope
  • Job responsibilities
  • Reporting structure
  • Site location and working hours
  • Client requirements
  • Applicable safety requirements
  • Site rules and procedures
  • Required documentation
  • Expected performance standards
  • Code of professional conduct

3. Project-Specific Training & Competency Development

After deployment, CLIDE provides training to the candidate based on the specific requirements and scope of the project.

Training is selected based on:

  • Candidate's role and responsibility
  • Project scope
  • Client requirements
  • Site-specific hazards
  • Applicable statutory requirements
  • Relevant safety standards
  • Identified competency gaps
  • Candidate's previous experience

Training may be delivered through multiple methods:

1. Paper/Document-Based Learning
Relevant procedures, manuals, guidelines, checklists and study materials.

2. Online Training
Web-based training programmes, digital learning material and online assessments.

3. LMS-Based Training
Structured learning modules, training assignments, assessments and competency records through LMS.

4. Classroom/Physical Training
Instructor-led training, toolbox sessions, workshops and site-based practical training.

5. On-the-Job Training
Practical guidance and mentoring based on actual site activities and project requirements.


4. Training Assessment

Training is followed by an appropriate assessment/evaluation to verify whether the candidate has understood the subject and is capable of applying the knowledge in practical situations.

Assessment may include:

  • Written test
  • Online assessment
  • MCQ-based assessment
  • Verbal assessment
  • Practical demonstration
  • Scenario-based questions
  • Case studies
  • Supervisor/mentor evaluation

Recommended Assessment Criteria

90–100% Excellent understanding Competent
80–89% Very good understanding Competent
70–79% Good understanding Competent
60–69% Satisfactory Competent with improvement
Below 60% Requires improvement Re-training required

Recommended minimum passing score: 70%.

Candidates scoring below the required threshold are provided additional guidance/re-training and reassessed before being considered fully competent for the relevant activity.


5. Competency Confirmation

After successful completion of the required training and assessment, the candidate is considered project-ready/competency-confirmed for the assigned scope, subject to the applicable client/site requirements.

CLIDE maintains appropriate records of:

  • Training conducted
  • Training date
  • Training subject
  • Trainer
  • Assessment score
  • Assessment status
  • Competency status
  • Additional training/re-training, where applicable

6. Project Execution & Continuous Monitoring

After competency confirmation, the candidate performs the assigned responsibilities as per the approved project scope.

CLIDE continuously monitors the candidate's performance through:

  • Regular interaction with the candidate
  • Review of assigned responsibilities
  • Work output and quality
  • Safety performance
  • Compliance with procedures
  • Reporting and documentation
  • Attendance and discipline
  • Client/site feedback
  • Achievement of assigned targets
  • Observation of site activities

Any identified performance or competency gap is communicated to the candidate and corrective action is initiated.


7. Quarterly Performance Review

CLIDE conducts a quarterly performance review for every deployed candidate.

The review is based on two sources:

CLIDE evaluates the candidate based on:

  • Technical competency
  • Quality of work
  • Productivity
  • Safety awareness
  • Compliance
  • Documentation/reporting
  • Communication
  • Discipline
  • Teamwork
  • Initiative and problem-solving

B. Client Performance Review

CLIDE requests the client to provide quarterly feedback on the candidate using the CLIDE Performance Criteria Sheet.

The client evaluates the candidate based on actual site performance and project requirements.


8. Consolidated Performance Evaluation

CLIDE combines the internal CLIDE evaluation and client feedback to determine the overall performance of the deployed candidate.

9. Overall Performance Scoring

Both CLIDE and the client can evaluate the candidate on a 100-point scale.

Important principle

A candidate's continuation should not be decided only by the numerical score. Any serious issue relating to safety, integrity, misconduct, falsification of records, repeated non-compliance, or violation of critical project requirements should be reviewed separately.


10. Performance Improvement Process

If a candidate's performance falls below the required level, CLIDE initiates a structured improvement process.

Step 1 – Identify Gap

Identify the specific area requiring improvement.

Step 2 – Discuss

Discuss the performance gap with the candidate.

Step 3 – Corrective Action

Provide appropriate guidance, mentoring, training or re-training.

Step 4 – Improvement Period

Allow a defined period for improvement.

Step 5 – Reassessment

Conduct another performance review.

Step 6 – Final Decision

Based on performance improvement and client feedback, CLIDE may:

  • Continue the candidate
  • Continue with additional monitoring
  • Provide further training
  • Change responsibilities, where feasible
  • Recommend replacement, subject to project/client requirements

11. Client Feedback & Continuous Improvement

CLIDE considers client feedback an important component of project execution.

The quarterly feedback received from the client is reviewed by CLIDE to identify:

  • Individual performance gaps
  • Training requirements
  • Additional competency requirements
  • Project-level issues
  • Improvement opportunities
  • Future manpower requirements

The feedback is also used to continuously improve CLIDE's training and manpower deployment process.
